Kansas’ Senator Vratil Considers
Illegal Aliens to be Kansas “Citizens”

Illegal aliens are “Kansas citizens” according to Kansas Senator John Vratil and it is less expensive to let Kansas taxpayer’s subsidize illegal aliens’ college education at Kansas Universities than it is to put them in a “jail cell”. Senator Vratil made the comments on May 26, 2008 while speaking before a local republican club.
The comments were prompted by a question from a man associated with the November Patriots, a Political Action Network: ““Why does Kansas pay [extend] in-state tuition for illegal aliens when it is against federal law?.” Senator Vratil responded ”….Every Kansas citizen deserves an opportunity for a good education.” Upon his use of the term “citizen”, several in the audience loudly shouted, “They are not citizens!” In spite of the outcry Senator Vratil held steadfast to his characterization of illegal aliens as “citizens” by further supporting his position by saying, “I’d rather pay for their education than a jail cell which would cost twice as much.”
After the event, one audience member, a veteran of one of the Iraq campaigns, said he was initially told by the admissions office at the University of Kansas he would be required to pay the higher out of state tuition rather than the much lower in-state tuition extended to illegal aliens. He was finally able to negotiate the lower in-state tuition but he noted he was still upset to be discriminated against because of his status as an American citizen rather than that of an illegal alien.
Another audience member indicated he had not been so out raged since the Democratic Senate majority leader, Harry Reid, declared illegal aliens to be “ undocumented Americans “ on the floor of the house on June 4, 2006. He commented” It makes you wonder just who Mr. Vratil and Mr. Reid think they are representing?”
Note: Senator Vratil introduced a last minute amendment to the Kansas Illegal Immigration Relief Act (IIRA) S458. The amendment removed from the IIRA the provision, which revoked the current Kansas law that extended to certain illegal aliens, residing in Kansas, in-state tuition. The in-state rate is much lower than the out-of-state tuition rate that is charged to persons including U.S. citizens that enroll in Kansas Universities from other states.
The federal law referred to was 8 USC 1325 and 8 USC 1623.
